Q1. What is e-District Delhi?

It is a facility provided by Department of Revenue, Government of NCT of Delhi for online delivery of services to citizens in a time bound and hassle free manner.

Q.2 How can I register at e-District Portal?

On e-District portal (http://edistrict.delhigovt.nic.in/) Home Page click New User, after that enter your details and follow the instructions as they appear on the screen.

Q3. I am applying online, what documents do I need to submit at the counter for processing my application?

You need to submit documents, the original affidavit (wherever required) and self-attested copies of other supporting documents was required in the instruction sheet of the concerned form at the counter window during the official working hours. You can also send the same by post to the concerned SDM office but you must write application number at the top of the envelope before sending it to the SDM office. For documents which can be verified from online database, no supporting documents need to be submitted at the counter.

Q4. How do I receive my Certificate?

Once your application is approved you can download the digitally signed certificate from the e-District portal using your application number provided to you at the time of applying (online or at the counter) and download the certificate from the portal. Authenticity of the certificate can be verified by the user-agencies online using the certificate number.

Q5. What are the duties of  Halqua Patwari?

Each Village is assigned to a particular halqwa patwari who maintains the record of ownership of land(khatauni/Jamabardi), record of cultivation on the land (Kharsa Girdawari), map of the village called 'Aks Sizra' mutation register and other records of the village. In every cropping season, ie. Kharif, Rabi & Zaid, the halqua patwari inspects every field and records the cultivation data. He also initiates mutation(ie. change in ownership) and gives certified copies of land records.

Q6. What are the duties of Field Kanungo?

The work of Halqa patwari is supervised by a field Kanungo, whose main duties are:

      a.       General Supervision over Patwari

b.      Supervision over Village Maps

c.       Checking of patwari's records and statistics.

d.      Demarcation of land

 

Q7. What are the duties of Naib Tehsildar & Tehsildar?

 

The work of Halqa patwari and Kanungo is further supervised by both the Naib Tehsildar and Tehsildar. It is the duty of Naib Tehsildar and Tehsildar that the land records are maintained correctly and all subordinate staff discharge their duties efficiently and properly. It is also the duty of Tehsildar and Naib Tehsildar that 'Jamabandi' and 'Khatauni' are prepared as per the schedule given in the Act.

Q8. What is the Hierarchy of the revenue courts for disposing various matters?

      a.      Financial commissioner

      b.      Collector (Deputy Commissioner / Addl.District Magistrate)

      c.       Revenue Assistant (Sub Divisional Magistrate)

      d.      Tehsildar / Naib-Tehsildar

Mutation disputes before the Tehsildar in case of DLR Act 1954 are referred by Tehsildar to the Revenue Assistant(SDM). Appeals against the mutation sanctioned / rejected by Tehsildar and Revenue Assistant lies with Collector (Dy.Comissioner/ADM).

In the matters disposed by the Revenue Assistant (SDM) under various sections of DLR Act and PLR Act, appeal lies with Collector of the concerned district. Further the appeal against the orders of Collector lies with the Financial Commissioner, Delhi.
